My Vista Desktop will not stop any USB devices from running, after
Safely Remove Hardware tells me it is safe to remove the device. My
Laptop & this Desktop (before Vista) always tells/told me it was OK to
remove & stopped the device from running.
Any help out there?:confused:

Alarming, particularly if this is widespread - I hope someone comes up with
something.

That's normal with Vista. Windows 2000 and XP explicitly stopped the device
and powered it down, Vista disconnects the device but does not power it
down.
