UAC is off and I clicked on Windows Explorer to have it run as administrator.
Yet I cannot delete Windows.000. a listing of previous Windows Files that
were in the system before this install. I need to get rid of these files to
elevate my C hard drivce. It will not allow me to delete these files because
it says that the recycle
Bin will not allow it. I need permission to transfer the files to the
recycle bin andf I do not have it. I can't mark the recycle bin as running
under administrator because it will not let me.

Will someone please tell me how to delete these useless files (fiules ot the
last copy of windows) so that I can get on with my computing.

Turn you UAC back on.

I deleted all the same files with no problem with UAC ON.

In order to do what you want you will have to open "Local Users And Groups"
GUI (either typing lusrmgr.msc in Windows\system32\ -- do not forget to open
Command Prompt as "run as Administrator" - take a notice!!!) or if you have
Home or Home Premium you should go thru Control panel> System and
Maintenance>Administrative Tools>Computer Management>Local Users and Groups.
Open up thumbnail Groups, open up Group "Administrators" (nb: it is plural)
and you will see the object "administrator" in there. Add yourselves to this
group. Close the GUI.

You may have a somewhat easier life from now on but it may not be enough.
You may also need to establish yourselves as a person who has the right to
write/delete into certain folders if you want. Go to that folder, left
click>>Properties>>Security tab>>Edit>>Add>>type in your name>>Close that
window, Check checkbox "Full Control">>Apply>>OK.

If this is not yet enough, go back to that folder,
Properties>>Security>>Advanced, etc. etc, etc. You will end up in the last
window where you will be able to uncheck the inheritance. Once the
inheritance is killed, you can delete anything.

If while you were keeping your machine unprotected a piece of malware set in
then you may have some additional problems. Then you will have to do a
complete security check.

Windows.old or Windows.ooo in my recollection will not end up in the
recycler. It will be thrown away. The bin is too large for it.

As additional questions if things still go wrong.

It is not a basic feature. It may be a basic feature for a basic idiot.

Many a time an idiot deleted a bunch of important files in the past and
cried foul. He could not go to sleep, pissed red blood, and blamed MS. He
cried for security. Vista remembered it and decided to protect the idiot

If you are trying to delete from Windows Explorer then you will need UAC on.
Explorer is a Vista program and expects UAC on. If you want to delete files
with UAC off you will have to do it from a command prompt or use an
alternate file browser.

Ultimate and charge more for the right to delete files.

Or maybe they'll drop the feature entirely after signing revenue

UAC doesn't need turning on and off in Vista. I can't think of anything that
can't be done with it on. It has to be done differently from other versions
of Windows but it can be done. This is actually quite similar to Ubuntu.
Ubuntu uses a different method to elevate than most linux distros. I'm not
getting down on Ubuntu. I actually like it and use it. Just saying that it
has many similarities to Vista, especially in how it handles elevation.
