Vista Home Premium - Media Center has stopped working & WMP issue

Hi all, I have a 2-month old Toshiba laptop on which everything was fine up
until the other day when I wanted to use Media Center (which had been working
fine up until the New Year when I last used it).

Initially, the shortcut vanished from my Start Menu, so I set a new shortcut
to ehome as instructed by Microsoft. However, when I attempt to open it I
get this message:

'Windows cannot open this program because it has been prevented by a
software restriction policy. For more information, open Event Viewer or
contact your system administrator.'

Well I am the administrator and I have set no such policies, and can see
nothing in my Services that strikes me as obvious.

A seperate issue that seems to have started at the same time is that I now
no longer have a WMP Mini Player, or an option to switch it on in the
Toolbars menu.

I suspect that some kind of Update has done the damage, but I cleared my
restore point history out literally hours before these problems came to light.
