installing PeopleTools on VISTA - Running older Application on Vista

while installing PeopleTools on my windows VISTA , I ran into this problem
"the procedure entry point strcpynw could not be
located shell32.dll"
I notice some had run into the same problem and fixed it by changing the order in which the libraries were linked :shlwapi.lib then shell32.dll.
Can some one help me on how to do this?

I appreciate any help
Mernoosh
