Where is a folder which contains the start menu or short-cuts of
application softwares?

Go to C:\Users\User_name\AppData\Roaming\Microsoft\Windows\Start
Menu

If you don't see it, make sure that hidden files are turned on.

Most people with Vista can't open Documents and settings because it's really
a Junction, not a folder.

I believe I was able to because I had previously taken ownership.
