windows live onecare family

my internet explorer will not open it says " family safety service is
disabled" and to ask my administrator to enable it. how do i enable it?

The first think I would do is get Windows Live OneCare off your PC, too many
problems associated with that security suite. Get a stand alone Antivirus
utility such as NOD32 or Computer Associates.
