0x81000109 Error for backup

I have an automatic back-up that fails on my computer with error 0x81000109.
I have searched the knowledge base and cannot seem to find how to correct
this.

Also, don't know if these problems are related but I have a savings bond
wizard that I tried to update and cannot. The auto update doesn't work and
when I try to manually download the file and select the location to download,
I receive a error that the location doesn't exist.

I am thinking the two may be related because both probably require writing
information to a location on the hard drive and this is being blocked for
some reason.

Thanks for any help or suggestions.
