CPU Meter Gadget

Is the CPU Meter gadget accurate to any degree at all?
Or is it mainly 'for show'?

If it is fairly accurate, the smaller RAM meter shows a
constant reading between 25 - 35% even if the
machine is not doing anything at all. Is this normal?
