Can't Open Control Panel or Computer Props

I can no longer get into the computer properties or the control panel on my
Vista Enterprise machine. See the attached picture for the error...no matter
what I try, I can't get around this and my account is has full access.

This only happens on Administrator accounts...I have a standard user account
who can still access the control panel and the properties of the the
computer. I even created a new administrator account to see what would happen
and its the same thing.

Any suggestions beyond a reload which I really don't want to do...this is a
fairly new install.

Try this:
1) Launch services.msc from a run command
2) Find the SLUNotify service & stop it
3) Find the Software Licensing service & stop it (it may say that ReadyBoost
needs that service to run; stop it anyway)
4) Restart both services, starting with Software Licensing

WINDOWS CANNOT ACCESS THE SPECIFIC DEVICE, PATH OR FILE. YOU MAY NOT HAVE
THE APPROPRIATE PERMISSIONS TO ACCESS THE ITEM.

Hmm, try disabling your Antivirus and/or AntiSpyware program you may have
installed. It could be it thats causing the permission problem.

I use Windows OneCare and never had a problem like this on my other two Vista
based PC's...:(...I can try it when I get home but hope that isn't the issue.

I am afraid it could be, I personally had a aweful couple of weeks a couple
months ago when I installed Windows Live OneCare 2.0 (beta) on my system. My
Control Panel and certain explorers became inaccessible. I was on the verge
of of reinstalling/formatting Vista. I started suspecting OneCare or
Silverlight when I kept getting FireWall turn off. On intuition, what I did
was boot in Diagnostics Mode and uninstalled OneCare, lo and behold, it
resolved it.

Always choose to Save your downloads unless Vista objects to installing them
once they're downloaded. Select a Download folder where you always save
downloads, then you'll always know where to find them. You could do an
Advanced Search, Location: C drive, include hidden and system files. Search
for .zip or the name of the file you downloaded.

Even though you set yourself as an administrator, there will be files or
folders you will not have access to, sometimes even files you have just
downloaded. One way to "elevate your privileges" to be able to modify files
or folders is to go to Start->type in the Start Search box Windows Explorer,
right click on the link and select Run As Administrator. Then anything you
do in Windows Explorer will be with elevated administrator privileges.

Sometimes you need to have your Username (the name you log in with) take
Ownership of the file or folder and grant yourself Full Control permissions
to be able to access and modify files or folders. For instructions on how to
do this, see this tutorial. You might want to take Ownership/Full Control of
your C drive or any branch thereof so you're not doing this for each
individual file and folder.
