BUG: taskmgr.exe takes 12% of CPU when the task manager is opened

When I open the task manager, the task manager process itself (taskmgr.exe)
ALWAYS takes 10%-12% of CPU (P4 1.7GHz).
And so if all other process have 0% of CPU, the total amount of CPU is
always above 10% because taskmgr.exe takes 10% forever.
I signaled this bug during beta stage, but it is never been fixed.

This happens only when the Processes tab is opened.
Instead, sysinternals Process Explorer shows CPU usage -10% less than
Vista's task manager i.e.
CPU usage shown in Vista's task manager = CPU usage shown in Process
Explorer + 10%.
Why the task manager requires a so high CPU usage just only to show the
processes information?

It's a cpu spike from opening and loading any program,
the more graphical the display the more load on cpu.

Also the view / updatespeed can have major effect.

PS; Any cpu use under around 80% total is almost insignificant,
the cpu won't even be working hard enough to heat up.

Leave it alone with no tasks running or in systray
for about 10 minutes and it should drop down to 2%
or less unless video driver/card is struggling.

The taskmgr.exe process takes 12% FOREVER!!!!!!!!!!!!!!

NO, you didn't understand me!
The process taskmgr.exe takes 12% of CPU AFTER it's loaded, and it takes
10-12% FOREVER!!!!!!!!

May be because you have a newer CPU and so you didn't notice it. Mine is a
P4 1.7Ghz and Windows Vista works very fine, but there's this high CPU usage
of task manager process.
Why the Vista's task manager has an higher CPU usage than XP's task manager?
XP (0%-2%)
Vista (10-12%)
Is Vista tested on lower CPUs?
Why SysInternals process monitor has a very lower CPU usage than Vista's
task manager?
