Can Vista Business Edition change display interface to English?

I have Vista Business Edition but the OEM for my Notebook is Local in Thai
Edition.

How can I change display interface to English?

I see LIP on Microsoft Website has no language pack in English edition.

And I see someone says just only Ultimate edition can do this job, is it true?

Can Vista Business edition change language from Local to English?

Hi,

This is the story:

There is no LIP available in the English language.

You currently appear to have a fully localized Thai language pack installed.
All Windows distributions are released with a preinstalled default language.
This default language cannot be removed. The default language is used to
generate computer security identifiers (SIDs) and language-specific
directories.

MUI's (Fully localized language packs) are available only to customers using
retail versions of Windows Vista Ultimate and Volume Licensing versions
Windows Vista Business using Software Assurance
