This is highly unlikely to be a Windows issue. Contact Comcast for
help. It's likely to be an issue with the wiring or splitters
installed.

Yep, that is a key point.

A really crappy CAT5 cable can cause dropouts badly enough that the
speed will show up as very slow because of all the retries.

I suggest...

Swap the machines' physical connection to the switch / router as a first
step. You can beat yourself to death with something as silly as this...

What lights does the router / switch have on it, some will show a
conenction at 10 or 100, often 1 light for 10, both for 100.

If this is wireless try cables instead, I had all manner of trouble
getting wireless to work in the previous house (To say nothing of
alleged Vista drivers that weren't) yet dragged the PC to new house 150
yards down the road and the dratted thing connected at "Excellent"
signal strength, and yes I did check and it wasn't the neighbors router,
it was mine :)

CAT5 will sometimes "Work" with a busted strand, in fact I've had low
speed working using old phone wire (Just to test the theory) so I think
this is worth considering, then a list of the actual equipment and OSs
in use.
