installing server, interpreter and perl in vista.

I have done everything the experts tell me to do in this operation but the
command prompt when used to check a script's syntax comes up with "perl is
not recognised as an internal or external command....etc" What ought I to do?

Not only that, inepub\scripts doesn't exist and inepub\webroot insists only
with administrator permission even though I am the administrator. Then
further, Xitami and Sambar servers are not described as available to run on
vista. Progress is very slow. DB
