User Access Control and Internet Explorer on Vista Home Premium

I'm having trouble launching IE from Vista. For example, with UAC active, I
can't follow embedded links in outlook messages. IE launches, but does not
access the internet. If I click the desktop icon for IE, same thing. But if
I use the right-mouse button and say launch IE as administrator, it works
fine. Problem is -- since IE is the default browser, there are lots of ways
to launch it, and it does not work without launching as administrator, which
just doesn't seem to be possible.
I have tried many ways to enable IE access from the UAC panel, but I can't
do it. I am signed on as administrator, but when I try to save the new
permissions (set to 'full'), the system refuses to save them. For now, I
have disabled UAC, and IE launches properly. What should I do to make IE
work in a 'normal' manner?
This is a new HP Pavilion computer, well equipped, and with no other problems.

Launch Internet Explorer and from the Toolbar select:
Tools > Internet Options > Security. Uncheck the box
next to "Enable Protected Mode" and then click on
"Reset all zones to default level", then click Apply.
Close all IE windows and then restart IE.

UAC and IE7 work hand in hand to provide IE's "Protected Mode" as security
against malware/spyware. Check IE's security setting
