I have a possible fix for this problem.

I found the old XP bags 8000 reg hack and applied it to my Vista. Since
then, my menus and windows and other settings have remained as I prefer.

My Vista is A business edition upgrade from XP professional. I don't know
if this makes any difference or not but it works for me. Worth you're
trying at least, as if it doesn't work for you, you can restore your Vista
using system restore.
