Programs will not launch when clicked on, or so it seems.

I have no idea how to post to this group thing, so sorry if it goes in wrong
place.

I seem to only have this problem with internet programs like IE, Messenger,
and trillian. When I click on them, nothing happens. Or so it seems. As soon
as i've started up, turn on my internet, and then launch all my internet
programs, sometimes messenger refuses to connect and just hangs, and
sometimes the programs just putter out as soon as i click on them and refuse
to launch. But when i'm forced to restart as soon as i start up to get these
programs to work THEY SHOW UP AS SOON AS I PRESS RESTART! Alt+Tabbing does
not show them...

the only program that seems unnaffected is firefox as it launches every
single time. I got so sick of IE not working I made it my default browser.

I'm on a brand new gateway PC that came with Vista installed.

Since this is a new PC with the OS preinstalled, did it do this right from
the start? If so contact Gateway tech support for help. A new computer
should be working right.
