Selecting multiple files on a flash drive

On each Vista computer I've tested I am unable to select multiple files on a
flash drive. I can select multiple files on the hard drive using either the
shift + click method or the check box method, but on all flash drives all I
can select is one file or folder at a time.

Is this a bug, a feature, or a situation in which I haven't discovered the
relevant setting?
