nope.... not by vista itself.

but there is a themui patch for vista out.. plus I have seen several
themes...

perhaps in the future someone will make a classic theme that indeed uses
glass....

But I have not seen that yet.

Also someone might make a windowblinds theme that is like what you want.
Windowblinds is not free but its cheap....
