One might argue that depending on what the complaint is, and how it is
presented, people are perfectly entitled to complain when Windows Vista does
the wrong thing.

You're right, of course you are, when you talk about people needing to
behave better, but I am going to share something you might not have realised
which may go some way to explaining (but not defending) the state of the
discussions here.

These forums are not the "Vistax64.com forums". These are Microsoft's own
support newsgroups, and Vistax64 are simply leeching a copy of the newsgroup
feed and including it alongside their own forums. Nothing wrong with that.

But... that means that what you see here is not a nice private community of
forums with people who found the site and each other through a sense of
wanting to help others out, but rather a no-cost way of getting support with
microsoft products through the microsoft website.

Anyone who wants to complain because a Microsoft product isn't working right
will probably end up here first.

Anyone who wants to pick a fight over "My OS is better than yours" with
Microsoft users will end up here first.

Anyone who wants to sneer at Microsoft will end up here first.

Anyone who wants help with fixing a minor issue will end up here first and
at the moment will get drowned out by the people in other categories.

That's the nature of newsgroups and usenet; everyone has an opinion and
no-one has to think twice before sharing it.

One might argue the time might be better spent asking for help with the
specific problem, complaining may make the complainer feel a little
better for a minute or two but resolves nothing.
