View Live Webcast

I'm trying to view a live WEBCAST and am having a couple of problems.

1. The player cannot seem to keep up so it continues to buffer the feed and lock up the picture.

2.I am receiving what appears to be an echo in the feed. The audio repeats itself a few seconds later. The video appears like a split screen partially displayed one atop the other. Like in the old days when the verical hold needed adjusting on your TV.

The WEBCAST is supposedly about a 450kb stream. When I run a speed test on my connection it tests somewhere between 1.4 to 1.7 mb.

5 year old DELL desktop running Windows XP Home Service Pack 3 and Windows Media player 11.

I suspect I have something out of whack on this computer but don't really have any idea where to find and fix it.

Would like some Ideas PLEASE.
