The mouse cursor and the mouse hot spot are not the same location.

This is a weird problem, but my mouse cursor and the mouse hot spot are not
the same location. The actual hot spot is 16 pixels up and 16 pixles to the
left of the cursor.

The easy way to demostrate this is to run Microsoft Paint and draw a free
hand line. The line will be draw at the 16,16 pixel offset from the actual
cursor location.

This problem shows up in various programs, not just Paint. Microsoft
applications and 3rd party applications, so looks like it a problem with
Vista and the graphic drivers.

However it does not occur on the windows desktop. If you click on the
desktop and drag a selection then the cursor and the hot spot are correctly
aligned. It is also correct if you hover over the Minimise, Maximise and
Close icons on the top right of all applications.

But if you hover over the thick boarder to resize the same application
window, then again it's offset by the 16 pixels. This is also the case for
any scroll bars and buttons in the application.

Now I thought this was really weird until I found the MS KB article

Which explains that VISTA changes from a 'Hardware Cursor' to a 'Software
Curosr' when it resizes a window. So the problem make sense that the Graphic
Card 'Hardware Cursor' is workling correctly, while the VISTA 'Software
Cursor' is incorrectly 16x16 pixel offset.

I guess its some form or Graphic Driver or VISTA problem. But I have the
latest driver for my ATI Radeon HD 2600 XT Running on a DELL XPS Quad Q6600
CPU with DELL Blue Tooth Mouse. Have also tried attaching a standard USB
Mouse and that dose not solve the problem.

I was running Windows Aero, so I switched back to Windows Classic and that
did not solve the problem.

This one looks pretty weird, any idea?
