Vista System page is indicating Memory (Ram) of 3070 MB

Why and what is the significance if any?

The system properities page is reporting the memory available to user
programs. The BIOS is reserving the remaining for such things as
memory-mapped IO for things like your video card. This is normal. Don't
worry about it.

Here is a good KB article on the issue. Your system is reserving the 1 GB
of memory addresses to be used by hardware cards/interfaces such as your
graphics card which have their on onboard memory and regretfully the 1GB is
not available to your system.
