Vista hanging PCMCIA

Can anyone help.I am having serious slow speeds with vista. This has recently occured since I removed a PCMCIA card from the USB port. For some reason the system seems to think that the PCMCIA card is still inserted(Showing on the taskbar).I've tryed delting this in safemode but when rebooted it has returned saying it is still there.I am presuming this is the hanging problem but unsure.I am not what you would say computer literate and any sugestions would help
