Resize Vista partition

I need to resize the partition that the vista operating system itself is on to give it more space. But it is formatted in that new NTFS that most third party utilities can't mess with. Does anyone know of a third party one (prefarrably free) that can resize the partition. I do have a burner on the system so I can create a bootable DVD if the software needs to be booted from.
