Handwriting Not Available in Office 2003

We have just acquired 20 Toshiba M200 tablet computers running Windows XP Tablet Service Pack 1. When I install Office Pro 2003, and attempt to install the handwriting engine, under Alternative User Input, handwriting is not listed, only Voice. Yet when I install from that same Office 2003 CD on my desktop system, running Windows XP, Handwriting is available under alternative user input. I thought maybe the handwriting engine was installed as part of the OS, but the language bar has only Voice icons on it, not handwriting icons. I then followed the Windows Help instructions for uninstalling handwriting, under Installed services, handwriting is not there. But when I choose Add, handwriting is greyed out, so I can't select it. What am I doing wrong?
