The problem only happens during boot up. The Windows Boot Screen is all sub 16-bit color...kinda glitchy looking. When it boots into windows it's all fine. When you reboot and bring up the safe mode menu, its all scrambled text...once you make your choice, it goes into windows and behaves normally.

I'm trying to narrow down what the fault could be cuz this thing just got a new system board placed into it not too long ago....could be a bad board still...

any input??
