Seeking inkable photo viewer

I want a photo viewer like Microsoft Officer Picture Manager to let me write on or annotate jpg files via my Tablet PC inking. I've searched quite a bit via google but am not finding such software.

Currently, I have to copy the jpgs to core Office program (Excel, Word, PowerPoint) and use the ink tools within those programs. But then I can't easily export the images back into standalone jpg files.
