California Assembly Bill 2115 calls for the creation of Electronic Materials Site Licenses, which
requires a publisher or manufacturer of electronic materials to provide a site license to the purchasing school or district to reproduce up to 10% of the materials to replace lost or damaged materials. AB 2115 passed the Assembly Floor 74-6 on May 31, 2006, and in July, was awaiting assignment in the Senate Rules Committee.
