I am interested in writing an application (hopefully in C#) that would
allow the user to fill out a form directly on a tablet pc. I need to
be able to validate the information that the user puts into the form
and generate results, so i cannot use the Journal. This is a personal
project, so i am hoping to be able to do this without buying anything,
but will if that is the only way.

You can use Ink Analysis API feature called Analysis Hints for that. You can
get Ink Analysis API
by installing Tablet PC Platform SDK 1.7 first and then Supplement for
Tablet PC Tablet SDK 1.7 from:

You can find more details on how to install Tablet PC Platform SDK at

After the installation is done, you can find sample on your machine called
"Ink Analysis Scanned Paper Form" that demonstrates how to implement form
filling application. You can navigate to it using Start Menu/Microsoft Tablet
PC Platform SDK/Samples and Source Code.
