Post Want to develop dual-touch applications? Code for the iPhone?

According to the New York Times, Apple is expected to allow developers to write "small" apps for the iPhone after all.
"A person briefed on Apple’s plans said that at its software developer conference this month, Apple intends to announce that it will make it possible for developers of small programs written for the Macintosh to easily convert them to run on the iPhone."
Opening up the iPhone to developers is a good move on Apple's part. Not sure why they were really against it from the start--other than it's usually easier to create a closed first-gen product, and then open it up later to third-parties to enhance.
I wonder how for the development capabilities will go? Will it be at the browser level, using JavaScript and similar technologies or might Apple be talking about something more core. I hope it's the later. If so, the iPhone might become one of the first platforms for developing multi-touch (actually dual-touch) apps.
