Activesync working only one direction

I need help with this problem. I have spent hours researching it and nobody has an answer that works.

I have an AT&T Tilt with wm6.1 and office mobile 2007.
My PC has Activesync 4.5 and office 2007 loaded.

Activesync will communicate only one way. Anything on my phone will sync and be added to my pc. Contacts and calendar items entered on my pc will not sync to phone. No error messages. activesync says sync completed but it is not.

Phone is connected to PC via USB...not an Exchange issue.
daylight savings change is not the problem.

On PC, while phone is connected, in ActiveSync -> Tools -> Settings ->
Options, select THE COMPUTER (not a category), then settings

Thanks, but that did not work. It will create conflicts and not attempt to correct them.

The problem is simple: future appointments set on pc will not update to phone. Activesync is not truly syncing it is just updating in one direction (to the point it will disregard conflicts also).
