as i had installed ActiveSync application in my desktop, and my smartphone is
aways online ,so can i use it to write and send SMS instead of smartphone ? i
just do not want to install another application in my desktop.

ActiveSync has no native ability to do this. There are some helper
applications that add this ability:

Note that you can write and send SMS messages from your favorite email
client; most wireless services will accept email messages in the format of
(phone number)@(wirelessprovider).com. For Alltel, as an example, if the
wireless number you want to text is 555-555-1212, you'd send a message to
5555551212@message.alltel.net
