Live Messenger: Allow all contacts (not only accepted)

In Windows Live Messenger (on the desktop) you have the possibility to allow
all contacts. They have not be accepted.

On my Windows Mobile 6.1 smartphone (HTC Touch Dual/Nike) this feature is
not available. Is there any way to turn this on? I want to allow all contact
whether the are accepted or not accepted.

Hope someone can find a solution for me.
