Calendar offset error

HTC Touch Dual running WM6.
No recent changes to device since most recent August fix for DST.
Workstation running Outlook 2003 on XP.
Been running like a Swiss watch.

Since DST came in I have noticed the following on the device calendar:
- time based appointments show as one hour prior to the values set in
Outlook
- all day appointments show as one day prior to the values set in Outlook

If I re-run the August 2009 fix for DST it is temporarily repaired.

Once I synch, the problem resumes.

Assuming the device and the PC running Outlook are properly patched, a
possible culprit is your mobile operator, who sets the time on the device
via the network. Its possible that your operator is sending the wrong time
zone, but the correct time to the device, resulting in the one hour offset.
(Many operators bungle DST!) Windows Mobile phones sync the time to the
PC's clock when cradled, so this might explain why everything is normal
after you sync, until the operator overrides the phone's time settings again
after you've been disconnected from the PC for a while.

Check the device's clock settings and see if the zone is correct (meaning
the same as your PC's zone.) If it doesn't match, turn off the automatic
time setting on the phone (usually at Start/Settings/Phone and it'll be the
last or one of the last tabs at the bottom) then sync the device to the PC
to reset the correct time and zone (or reset it manually.)

Since you're running the older Outlook 2003 and XP, you may have to apply
more than one DST patch.
I applied three, one for WM, another for Outlook and the third for XP.
Recent XP updates may have already fixed the XP issue, and I believe Outlook
2007 already has the required patch.
It won't hurt to download and try to install all three, since it will tell
you it's uneccessary if it's already patched.

Check out this link, download and install the patches, in the specific order
it tells you to:

For Windows Mobile users who connect to a PC:

(STEP 1 - XP:)
First make sure your PC is up to date (see
http://support.microsoft.com/gp/cp_dst for more details)
Note: Make sure you update all PCs that you may use to connect to your
Windows Mobile device. This will update the time zone definitions on your
PC.

--For Windows XP SP2, Windows Vista, and Windows Server 2003, the update has
already been deployed and installed if you have Automatic Updates enabled.
[Look for WindowsXP-KB955839-x86-ENU.exe]
To verify that it is installed, you can visit Windows Update and make sure
that all High Priority items are installed.

--For all products not currently in mainstream support, see KB914387 [or
KB955839, more recent] for steps on manually updating your PC.

(STEP 2 - OUTLOOK:)
If you use Microsoft Outlook to synchronize your calendar, download and run
the Outlook Time Zone Update Tool.
[Look for OutlookTimeZoneMove.exe]
If you do not use Microsoft Outlook, go to Step 4.

(STEP 3 - ACTIVESYNC/WMDC:)
Check to make sure you have the latest version of ActiveSync [v4.5] or
Windows Mobile Device Center [v6.1].

(STEP 4 - POCKET PC:)
Connect your Windows Mobile device to your PC, and then download and run the
Daylight Saving Time Update Tool for Windows Mobile.
