Is automatic network connection selection supposed to work ?

I have an HTC Apache. It has a CDMA phone, with data via a
'dialup' profile, and a WiFi card. So far I have failed to figure out
how to configure the thing to do what I'd have though would be
a very obvious and useful thing : just use whichever network
happens to be working. If it's associated to a WiFi AP and has
a DHCP lease, then heck let's use that connection for our
IP connectivity. However, if we're not associated to an AP
then let's go ahead and dial up that slow cell phone data
connection.

Seems like this is what any sane user would want.

Can pocketpc be made to do this ?

So far I have been making like 25 clicks to reconfigure the
thing every time I leave the office (and hence WiFi coverage).
I need to change the 'Programs that automatically
connect to the internet should use this connection...'
setting from 'My Work Network' to 'Verizon Wireless'.

(a glance at the network developer docs for CE tells me
that all kinds of stuff is possible, but it's unclear if
the necessary functionality is exposed in the WM5 PPC
edition via user UI).

Yes. Create a new Verizon dial-up connection in the "add a new modem
connection" in "My Work Network." (You can look at the preloaded Verizon
settings for guidance, but you want them in "My Work Network"- not a
separate connection of their own.)

Then set both "Programs that
connect to..." options to "My Work Network."

If you're connected w/Wi-Fi, you'll use Wi-Fi, if not, it'll dial your
data connection. (You'll have to manually terminate the cellular data
connection, however- it won't automatically jump back to Wi-Fi by itself.
You can do it from the connection icon at the top of the screen.)

One followup question if I may :

I would also like the (somewhat hard to grok) automatic VPN
dialing stuff to continue to work as well. Currently I have my
'work network' setup with IPSec. So if I'm connected to my
office WiFi I can browse SMB shares on my servers. Then if
I'm dialed up on the CDMA connection off site, and open the same
shares it'll auto-dial the VPN.

Any thoughts on whether I can retain this functionality and also have
the automatic network selection work properly ? (I'm thinking that if
I tell it that Verizon is my work network then VPN dialing will
quit working).

Sadly, you're asking the wrong guy about VPN! There is a VPN option on
the "connections" page to populate w/your server and settings. I suspect
you'll probably have to manually toggle between a VPN connection and a
data connection.

Just a wild guess, but if you created a "My Work Network 2" (or whatever)
and added the VPN stuff (over Verizon data) to that, and made that the
"Programs that connect to a private network use..." selection and leave
the regular non-VPN version as the "Programs that connect to the internet
use..." that might make it automatic. Bear in mind, I'm talking out of
my a** right now, but it's worth a shot! ;-)

Hopefully someone with far more of a clue than I will chime in here!

For VPN to work correctly on the device you must first have an established
"internet" connection. If you setup a connection and set it as "work" then
the connection manager will think that you are already on the network you
need to be on and it won't allow vpn connections from one "work" connection
to another. You need to setup your verizon connection as "internet" and the
vpn connection as "work". Then goto the execptions section and add any
dotted addresses that you wish to use through the vpn tunnel. When you
enter these addresses in a connection manager aware app like File Explorer,
Internet Explorer, Windows Media Player and a few others, the connection
manager will automatically establish the vpn connection for you.
