I exchange a number of XLS files between my Ipaq and Laptop via
Microsoft ActiveSync.
On my Ipaq I set the zoom to 75% but when it is exchanged to my Laptop
the zoom resets to 100% and the same occurs when I take the files from
my Laptop to Ipaq.
Why is this? How can I stop it from happening?

Short answer - you can't.

Specifically, the zoom function is set by the application, not the
document. You must have Excel on your device set to 75% and on your
laptop to 100% in Tools>Options. The file itself doesn't hold any zoom
commands - it just uses whatever zoom is set in the program.
