What does it means "Unlocked"

On Amazon they sell HTC Advantage 7501 (Unlocked) for $850.
What does it means "Unlocked". What does it means "Locked"?

Zalek,

Unlocked means that there are no carrier restrictions on the phone and it
will work with virtually any carrier. Note that some phones however have
not been tested with networks throughout the world so you may have
difficulty with some carriers. Generally thought HTC devices work just
about everywhere - from what I've seen at least.

It can be SIM-unlocked (which means what Clinton wrote above) or it
can be CID-unlocked which means that you can upgrade the ROM with what
ever you want. More about locking/unlocking:

Caveat that to any GSM carrier. In the US that pretty much means ATT and
T-Mobile. You could not use these phones, those advertised as 'unlocked' on
Sprint or Verizon.
