My friend gave me a HTC Touch as a birthday present. It has WM6
Chinese. IS there a way to change the language to English? Or, Is
there a way to change the OS to WM6 English?

No. The license of the device is tied to the language.

Check out http://forum.xda-developers.com/index.php for WWE ROM, not
sure if there's any yet because Touch is so new. And you propably have
to CID-unlock the phone first. Be sure to READ a lot, so you really
know what you are doing before trying it.
