wifi and gprs anomaly

I have a puzzle which I hope someone can solve, its not a problem, just a
puzzle.

When my gprs is switched off, the wifi takes up to a minute or more to
connect.
When gprs is switched on, wifi connects immediately.

Is it possible that wifi is piggybacking on the gprs connection?

May be due to when the GPRS is on, you already
have a IP assigned that Wi-Fi can use, when GPRS is off
and you turn it on, it needs to be assigned one.
