Dual Monitor Setup for DELL E1505/6400 is flipping out on me

hey, on my E1505, i got the 256 radeon card, and i'm using dual monitor
displays (the laptop screen and my CRT). sometimes when i'm working on
my lappy, the monitors will "bug" out. like it looks like the monitor
is resetting or something. and each of the monitors will do it, but not
at the same time.

It's like it's trying to refresh or something. Remember those TV's when
there's no singal and you get snow? Well, I get snow for a split
second. I get that on the main laptop monitor. As for the second CRT
monitor i hooked up, it looks like it's starting up for the first time.

does anyone know what the problem is?
