Toshiba Satellite M-45 USB Issues

I have had this laptop for about a year and a half or so now and from
the beginning, the USB controller has been a problem. My wife has the
same model and has the same issues as I. With USB devices (external
HDDs, memory sticks, GPS receivers, digital voice recorders, etc.) the
connection will reset itself causing Windows to rescan the device etc
and come up with a list of actions to take. NOTE: With these same
devices connected to my desktop machine or my server tower, there is
never an issue. It scans upon plugin and that's it. With the Toshiba
Satellites, it drops and rescans about 3-4 times/hour. Anyone else
experiencing this behavior?

No I never have seen this rescan. You should be able to turn off
scanning of a device too. I believe it is found under Device Manager
under properties if I remember correctly. It sounds like maybe a diver
problem and maybe there is an driver update or maybe you need a driver
downgrade. Might be a hardware problem too.
