Notebooks open as read-only?

Installed OneNote 2007 on a newly built Windows 7 pc. I have 2 notebooks on
an external HD that I use to synch all my data. When I fire up OneNote 2007
and open both notebooks, they both open up as Read-only. I've checked the
files and folders and they aren't set to read-only. When I hook the USB
drive up to another PC setup the same way, the notebooks synch up and open
just fine for editing. Any ideas why the open as read-only on the other
machine?

Problem of ownership or EVERYONE with insufficient privileges on W7 ?

Odd, there is only 1 account on this laptop and it is part of the local
Administrators group and had full access to both notebooks. When I gave the
local Users group full access, then opened ON the read-only went away.
Again, very odd but thanks for pointing me in the right direction.
