I want to set up the same custom tags for several differernt users, so that
when an item is tagged, everyone uses the red star to notify Johnny. I can
manually do this, but I want to copy and paste.

Re: tags

You want to copy and paste the Tag definitions themselves?

It can't be done through the UI, but there is an unsupported method which
should be thoroughyy tested in your test environment before rolling out to
users.

The Tag definitions are stored in the user's profile (which will be
different depending on if you are running XP, Vista, or W7)

The Vista/W7 path is:
C:\Users\{profilename}\AppData\Roaming\Microsoft\O neNote\12.0\Preferences.D
AT

The XP path is:
c:\Documents & Settings\{profilename}\Local
Settings\Microsoft\OneNote\12.0\Preferences.DAT

Take the Preferences.DAT file from the computer that has all of the Tags to
be copied and paste it into the corresponding directory on each target
computer. I would rename the existing Preferences.DAT file on the target
computers just in case there are issues, so that you can restore the
previous file.

BEWARE: this will replace all of the Tags and preferences on *all* of the
target computers, so be sure that the users all review and change the
settings in Tools | Options and that they recreate any custom Tags they
previously created.

It's a PITA either way, so you should analyze the amount of work and pain
for the users in either situation. It may end up being easier to tell the
users to manually create the common Tag definitions themselves.
