Tabs should behave like tabs in other apps

I recently noticed myself double-clicking to the right of the row of tabs at
the top of my OneNote window in hopes of creating a new section. My web
browser has me trained to expect this to work, and many other applications
that support a row of tabs across the top allow such a thing.

That's a good suggestion. You can right-click there and select New Section,
but double-clicking there should work as well.
