I would like to add my comments to the most recent discussion
regarding lost tag modifications. It would be great if someone from
the OneNote development group could comment on when a fix is expected
for this problem. I rely totally on the ability to flag and create
summaries - with that said, I have experienced the following:
Tags lost all modifications
Deleted "preferences.dat/file" - recreated modifications - lost
modifications, again
Removed tags from all entries in all notebooks - reset up
modifications on tags, yet again
So far tags have retained their modifications, but the tag summaries
are inaccurate - leaving out some tags
Created a new page listing all flags - I have to create a tag summary
from that page
If I notice that a flag is missing from the summary, I go to a page
with that flag, change its state from checked to unchecked & then it
will show up in summary
If you do a tag summary and do not check "show only unchecked items"
- I then will have all flags show up in the summary.
Attempting to use the "tag functionality" has cost me and countless
others inordinate amounts of time. This is the most useful software
for "Getting Things Done" I have ever used - but only if the tags work.

I have a similar problem. I'm trying to implement GTD with OneNote but the
tags summary gives different results depending on which page is currently
showing, even though the filter is set to "all notebooks". This renders tags
useless since my system totally relies on tags summary.

Did Microsoft already say anything about this? Is a solution expected?
