What is handwriting recognition for in Office 2003?

I have Office 2003 with OneNote. Never used OneNote before, but now
that I am taking some college courses, I'd like to use it, along with
a wacom tablet which I have not purchased yet. After installing
Office 2003, I get handwriting recognition in the Windows XP (non-
tablet edition) language bar. If the handwriting recognition doesn't
work in OneNote with a wacom tablet, what is it for? Why does it
install that, and what *can* I use it with?
