Lose Preferences & Toolbars on close of OneNote

For some reason that I cannot figure out, everytime I close OneNote, all my
toolbars and settings revert to the default. Any thoughts as to why this
might be happening or how I can make it stop. I am a religious toolbar
customizer, and don't like having to re-do it eveytime I start the program.

OneNote tries to write to the user profile path like this:
%userprofile%\Application Data\microsoft\onenote\12.0

If you are out of hard drive space or if you don't have write permission to
that folder this might cause your settings to not be saved.

Well, I have plenty of hard drive space, but will see if there is a write
protection issue. Not sure what is going on.
