I am in posession of both the german and english versions of Office 2007
Ultimate edition. As I prefer an english working environment, I have
installed the english version. Though, living in the german speaking part of
the world, I obviously write mostly german. I have read some of the threads
covering this area, and the answer is mostly that the proofing tools pack has
to be purchased to be able to deal with this.
Do I really have to invest in another product pack in addition, while
already having both the german and english (full) versions of Office?(??)
...or do I have to install both the Office packs to be able to use the german
proofing tools?

enlightenment :-)

Yes you will need the proofing tools.
