Why does the scroll button on a mouse only work on scroll bars?

I've just installed Office 2007.
I have found that the scroll wheel on my mouse only works if the cursor is
on a scroll bar.
It is most annoying to not be able to scroll with the mouse on the text of a
page and have to move over to the scroll bar.

All my other Windows applications work fine.
Does anybody else have this problem?
Is there a solution for it?

After reading some of the other posts to this group I decided to
- Uninstall and reinstall the mouse driver

This solved the problem!
Scrolling now works properly.

Hmm...something must be messed up with 07's scroll handling because
you are not the first to have a problem with it (but your problem is
unique, others can't get it to work at all). You should probably try
to get a driver update for your mouse. What kind of mouse are you
using?

I'm using a Dell Premium Optical mouse with the latest drivers.
