Outlook 2007 Rules Don't Fire automatically but all work manually

I have read the threads and:
o placed all my server rules first
o not running in cached mode
o exported all my rules, deleted them, restarted Outlook and reimported the
rules
o created a new profile.

If I Run Rules Now and check all the rules, they work fine. The rules don't
fire automatically when Outlook starts up nor when messages are received.

I vaguely recall this happening before and I was pointed to delete a
specific file, that I cannot remember.

Any suggestions?
